How to make absolute path in order to refer on file in another partition?

I want to make absolute path in img tag that have to refer on file in C partition. For example, if the html. file that contains img tag is in D partition, how to refer on picture in C partition. I was looking for an answer in similar questions on this site, but I didn't find precise answer. Thanks in advance.
