Tooltip for overlapped controls in winform

I am working on Winform project, I have chart control and in chart control I have image which is bigger than the label control (which is inside (on top of)the Image). I have tooltip for both controls Image and Label.

Now whenever I hover to these overlapped controls, I always getting tooltip for image only. Is there any way by which I can show tooltip for label as well when I hover to label?
