Is there any way to use CSS3 in Internet Explorer?

I want to use image hover effect like hoverizr(http://ift.tt/rEdWcN)or original hover effect(http://ift.tt/tDmL1t).but this plugins/codes are not suppoted by Internet Explorer.Is there any way to use these in IE?
