save image file with 0KB

I have go over tutorials and questions to make an application to get automated images. I have the following code (similar to most of the answered questions). But this code ends up with an image file with 0kB. I can't solve the problem. This is my code;

I have added the permission for camera usage and SD storage by;

I always have 0kB image on the internal memory. It doesn't create a file in the external memory. Thanks for your help and interest.
