Can you downscale an volume image using imagej?

I'm using imagej to downscale a 512*512*512 volume image into 128*128*128 volume image.

I tried doing Image=>Scale and setting X, Y,Z Scale to 0.25, and interpolation with bilinear, and marked all the 'Average when downsizing' , 'Process entire stack' , 'Create new window'.

But the results are not good. Part of the right side of the image gets cut and moves to the left side. This gets worst when I downscale it to 64*64*64.

What am I doing wrong? Is there another way to do this?
